Transportation Engineering Services

Three service tiers built for BC developers and planning consultants — all fixed-fee, all engineer-sealed, all delivered on time.

Service Tiers

Pre-Application Traffic Note

Delivered in 3–5 business days. Start smart — validate your site's traffic viability before you commit.

A concise 5–7 page pre-application traffic analysis that gives you and your planning consultant a clear picture of site access, trip generation, and likely municipal requirements — before you spend a dollar on full design.

  • Site access and intersection geometry assessment
  • Trip generation estimates (ITE rates, BC-adjusted)
  • Peak-hour traffic conditions summary
  • Preliminary parking demand analysis
  • Key issues and risks summary
  • Recommended next steps and scope estimate

48-Hour TIA Scoping Memo

Delivered in 2 business days. Get a clear TIA scope before you engage a municipality.

A structured scoping memo for planning consultants and developers who need to understand the full TIA requirement — intersection counts, study area, analysis horizons, and deliverable checklist — before issuing an RFP or submitting a development application.

  • Development scenario and land use review
  • Study area delineation (intersections & corridors)
  • Traffic count and data requirements list
  • Analysis horizons and background growth assumptions
  • Deliverable checklist aligned to municipal guidelines
  • Estimated TIA timeline and fee range

Fast-Track TIA

Delivered in 10–14 business days. Full engineer-sealed TIA — submission-ready in two weeks.

A complete Traffic Impact Assessment that meets ICBC, municipal, and Ministry of Transportation & Infrastructure (MoTI) requirements. Engineer-sealed by a BC-licensed P.Eng and delivered submission-ready for your development application.

  • Existing conditions analysis (counts, geometry, operations)
  • Trip generation and distribution (ITE + local adjustments)
  • Future traffic forecasting with background growth
  • Signal warrant and intersection operations analysis
  • Site access design and queuing assessment
  • Parking supply and demand analysis
  • Transportation Demand Management (TDM) measures
  • Engineer-sealed report, drawings, and summary tables

Frequently Asked Questions

What is a Traffic Impact Assessment (TIA)?
A Traffic Impact Assessment (TIA) is an engineering study that evaluates how a proposed development will affect the surrounding road network. In BC, TIAs are required by most municipalities and the Ministry of Transportation & Infrastructure (MoTI) for new developments that generate a significant number of vehicle trips. A TIA documents existing traffic conditions, forecasts future traffic, identifies impacts, and recommends mitigation measures — all sealed by a licensed P.Eng.
How long does a TIA take in BC?
Traditional firms often take 4–8 weeks for a full TIA. JADE's Fast-Track TIA is delivered in 10–14 business days from data receipt. Our Pre-Application Traffic Note takes 3–5 business days. We achieve faster turnarounds by combining AI-assisted data processing, pre-built BC traffic models, and a streamlined QA workflow — not by cutting corners on analysis quality.
What is the Pre-Application Traffic Note credit?
When you commission a JADE Pre-Application Traffic Note, the full fee you paid credits toward your Fast-Track TIA if you proceed. We retain all the site data, trip generation calculations, and intersection assessments from your Traffic Note and reuse them in the full TIA — so you never pay twice for the same groundwork. This is a core principle of how JADE structures its fixed-fee tiers.
Do you serve areas outside Metro Vancouver?
Yes. JADE serves Metro Vancouver and the Fraser Valley as our primary market. We also take on projects in other BC municipalities on a case-by-case basis — particularly where our fast-turnaround model provides clear value. Contact us with your project location and we'll confirm whether we can take it on.
